the environment is huge. it is stronger than willpower. surrounding yourself with artists, being in a culture where artists are driving, and where a huge amount of them is a healthy environment. >> you are making it safer. push, push. that is better. when i start thinking, i see it actually -- sometimes, i do not see it, but when i do, it is usually from the inside out. it is like watching something being spawned. you go in, and you begin to work, excavate, play with the dancers, and then things began to emerge. you may have a plan that this is what i want to create. here are the ideas i want to play with, but then, you go into the room, and there maybe some fertile ideas that are becoming manifest that are more interesting than the idea you had initially set out to plan. so there has to be this openness for spontaneity. also, a sense that regardless of the deadline, that you have tons of time so the you can keep your creativity alive and not cut it off and just go into old habits. it is a lot like listening. really listening to watch what

has to do with the quality of life and your environment. living in a quieter city as part of the overall concept of what makes our city a more habitable, hospitable place. i argue that that is a green building feature, as well. since 1974, we have a lot of stuff. energy and water conservation. these are already required to be provided at the time of sale of the building. it is very limited at the moment, energy and water conservation. you have to make sure you have a certain volume, 1.6. gallons per flsh. there is an interesting approach to green building, the historical approach, part of the state building code. and what the state says is that where it is a qualified historic building, more than 50 years old and with some historical value -- it does not have to be a resource, but it must be a landmark -- you may use the building code. in lieu of the regular california building code, in place of what they call the regular code. that allows you to do things to preserve the integrity of the building, and people say that saving the building is

narrator: los angeles county is beginning to develop ways to reduce the infrastructure's impact upon the environment. on the front lines of protecting the beaches, are the crews that clean out the stormwater system. man: this big vactor truck works on the same principle as your vacuum cleaner in your house, only this thing sucks up the whole house. some of the storm drains collect a lot of trash. i started cleaning drains in '93. they were horrible because they hadn't been maintained so much. now this is a priority. you have trash, animal waste, and it ends up on our beaches. that is a health risk. that is one of the main reasons why we have to close the beaches after heavy rain. narrator: but even when it's not raining, water still enters the stormwater system, carrying pollutants. here on the west coast, a lot of our storm drain systems are separate from the sanitary sewer system, so if you dump something in the storm drain, it goes right to the ocean untreated. alamillo: we haven't had a major rainstorm in the last year or so yet there's a lot of water in this creek here. i would say 20% of it is
